Problem with converting from Word, difference in .docx and .doc

I have a fairly large Word .docx document, 416 pages, with many charts and graphs which are actual graphics in the Word file (not Word Text or Word Art).  When I convert to PDF, Acrobat does not import the charts as graphics, but tries to OCR the text in the graphic and doesn't tag the charts as figures (when you go view the Reading Order pane, not tagged as figures, actually not tagged at all).  However, if I convert the .docx file to .doc, Acrobat converts the file with the charts tagged as figures.  This is very important for 508-compliance.  The problem with down-converting from .docx to .doc, some of the formatting is lost that's cruicial to the document.
