Fireworks CS6 Batch Resize not working

Hi,

I want to resize images from smaller to larger. I took these steps:

1. File > Batch process
2. selected the folder, and added all > Next
3. Scale > Scale to fit area max width 615 px by max height 615 px
4. Deselected "only scale docuemts currently larger..."
5. Tried Next > same location as original file. The smaller images did not increase in size
6. Also tried Export > JPG better quality >Next > same location, or new location. The smaller images did not increase in size.
