How can I create something similar to this.

Hi, here is an example abaout my ideas, i want a bacground like this

The most important is the little circals flying around in the back fore graound, but if isnt so hard i want to know how to create that "motion blur" or something like that which is from 03-05.

These are just some plugins or some effects? I have the 3d element animated, just the enverioment missing.
