How do I burn part of a face to mach the same exposure and color of the rest of the face

I have Adobe elements 10. I have a picture in which half of the face has the correct expoxure. The other half is overxposed. The sun was shining on the overxposed part of the face. I need to even out the expouser and the facial color. I have been working on it for 8 hours with no luck. Help!
