For a standalone application, the developers are trying to off load the task of integrating the tooltip help (help info that displays when the mouse is moved over a field or a toolbar button in the application UI) to the writers. As far as my understanding goes, the writers can only give the help text with corresponding Map IDs, and it’s for the developers to integrate the text into the application.
This is different from the What's This help that displays when the user clicks on a field/control to view associated help info.
Just wanted to check if my understanding is correct, please correct me if I am wrong.
