Smooth End Crawl Motion in 23.98 Encore Project?

I have a PNG file that is the end credits for a crawl.  Looks awesome at 60 fps, but at 23.98 it's awful- lot of stutter. 

I need to author a Blu-ray disc where the movie content is 23.98.... Any thoughts on how I can keep the end crawl at 60 fps, while authoring a Blu-ray disc at 23.98?

Anyone with experience fighting this issue, would sure appreciate your feedback.  FYI, the end crawl was created in After Effects.
