simple edit button question

sorry this is SO simple but I've spent way too much time tryng to figure it out. I have a button that has an underline.  One button won't show the underline when they are selected while others will. I see the difference has to do with the box around the text.  I think that IF the box extends over the underline, it  will show the underline when selected.  If the box won't extend over the underline, it doesnt. Here's a screenshot of a button that shows the underline ok:

note that the box with the select squares around it OVERLAPs the white line underneith.

 

Here is a button that will not show the underline:

see how the box around the text does not cover the line.  my question is; how to make the box include the line?  when I move it in any way, the text just grows or shrinks...  I can't seem to move or resize that box all by itself.  I do know how to move the white line ok.  THANKS guys. I'm quite frustrated.
